score: SMP_FATAL_SCHEDULER_WITHOUT_PROCESSORS

Avoid the SMP_FATAL_SCHEDULER_WITHOUT_PROCESSORS fatal error and make it
a run-time error in rtems_scheduler_ident() and _Scheduler_Get_by_id().
