* Makefile.in (INSTALL): Set to @INSTALL@.

(INSTALL_XFORM, INSTALL_XFORM1): Remove.
	(install): Depend upon installdirs.  Use $(program_transform_name)
	directly, rather than using $(INSTALL_XFORM).
	(installdirs): New target.
