* symfile.h (enum overlay_debugging_state):
	Define enum constant values for overlay mode.
	* symfile.c (overlay_debugging): Use enums instead of literals.
	(overlay_is_mapped, overlay_auto_command,
	overlay_manual_command): Ditto.
