binutils/testsuite: Also consider *-*-lynxos*' and *-*-symbianelf*' ELF

These targets use the ELF format according to `bfd/config.bfd'.

	binutils/
	* testsuite/lib/binutils-common.exp (is_elf_format): Also return
	1 for `*-*-lynxos*' and `*-*-symbianelf*' targets.
