gprofng: PR29521 [docs] man pages are not in the release tarball

	* configure.ac: Check if $MAKEINFO and $HELP2MAN are missing.
	* Makefile.am: Build doc if $MAKEINFO exists.
	* doc/gprofng.texi: Update documentation for gprofng.
	* doc/Makefile.am: Build gprofng.1.
	* src/Makefile.am: Move the build of gprofng.1 to doc/Makefile.am.
	* configure: Rebuild.
	* Makefile.in: Rebuild.
	* doc/Makefile.in: Rebuild.
	* src/Makefile.in: Rebuild.
