convert to_insert_exec_catchpoint

	* target-delegates.c: Rebuild.
	* target.c (update_current_target): Don't inherit or default
	to_insert_exec_catchpoint.
	* target.h (struct target_ops) <to_insert_exec_catchpoint>: Use
	TARGET_DEFAULT_RETURN.
