	(FRAME_LOCALS_ADDRESS): Add predicate.  Deprecate.

	default_frame_base_address when DEPRECATED_FRAME_ARGS_ADDRESS is
	not available.

	* vax-tdep.c (vax_sigtramp_saved_pc): Update.
