Remove regcache_get_ptid

Remove regcache_get_ptid, change all callers to call the regcache method
directly.

gdb/ChangeLog:

	* regcache.h (regcache_get_ptid): Remove, update all callers to
	call regcache::ptid instead.
	* regcache.c (regcache_get_ptid): Remove.
