(arm_elf_make_msymbol_special): Declare.
(arm_coff_make_msymbol_special): Declare.
(ELF_MAKE_MSYMBOL_SPECIAL): Call arm_elf_make_msymbol_special.
(COFF_MAKE_MSYMBOL_SPECIAL): Call arm_coff_make_msymbol_special.
