Chris Johns 31cd205d2b tools: Add a -N option to force a name on the array.

This can be used to have a different file name for the same data
name.

install-if-change
    Smart install script that also can append suffixes as it
    installs (suffixes used for debug and profile variants).
    Requires bash or ksh.
