* shared/vectors/README.deprecated, shared/irq/README.deprecated:
	added READMEs stating that certain files should not be
	copy/paste/modified when creating new BSPs. New BSPs
	are encouraged to use the new library under
	libcpu/powerpc/new-exceptions/bspsupport.
