* clock/clock.c: Ensure that clock ticks are long enough to
	make forward progress.  This was modified to improve results
	on the RTEMS tests and the ACATS.
	* startup/linkcmds: Modified to work better with gcc 2.8.1 and
	gnat 3.13p.
