doxygen: Fix constraints

Browse Source 
Somehow the constraints for CONFIGURE_TICKS_PER_TIMESLICE and
CONFIGURE_EXTRA_MPCI_RECEIVE_SERVER_STACK got mixed up.

Update #4986.
