* Per PR194, added the Capture engine.
	* capture/Makefile.am, capture/README, capture/capture-cli.c,
	capture/capture-cli.h, capture/capture.c, capture/capture.h,
	capture/.cvsignore: New files.
	* Makefile.am, configure.ac, wrapup/Makefile.am: Modified to
	reflect addition.
