* configure.ac: Add --enable-docs support. Add
	RTEMS_HOST_CONFIG_SUBDIRS(doc). Remove doc/Makefile.
	* Makefile.am: Add HOST_SUBDIRS to SUBDIRS. Remove doc from
	hard-coded SUBDIRS.
	* README.configure: Added a bit of information on this new option.
