This adds the section to HANDLE_ALIGN args, so that the frag created by the ppc backend can be properly allocated on the frag obstack. I've added an extra param to frag_alloc too, for cases where we know the frag requires at least some bytes in fr_literal. This simplifies some existing code, for example in compress_debug and relax_segment.
