* emulparams/hppa64linux.sh: Define PLT_BEFORE_GOT.

Browse Source 
* emulparams/hppalinux.sh: Likewise.
	* scripttempl/elf.sc: Place .plt just before .got when .plt is in
	data segment and PLT_BEFORE_GOT is defined.
