Introduce structop_ptr_operation

This adds class structop_ptr_operation, which implements STRUCTOP_PTR.

	* expop.h (class structop_ptr_operation): New.
	* eval.c (eval_op_structop_ptr): No longer static.  Remove "op"
	parameter.
