Add support for ARM-PE.

* Makefile.in (ALL_EMULATIONS): Add armpe.o
	* configure.in: Recognize armpe.
	* config/arm-pe.mt: New file.
	* emulparams/armpe.sh: New file.
	* scripttempl/armpe.sc: New file.
